I think it's a manhwa, the protagonist is a blond guy with spiked hair that likes to leer at girls and has his powers locked iirc. The aforementioned girl is his cousin. There's a rival school/gang? that opposes her side lead by a smaller black haired girl that has two body guards. One dresses like a cowgirl and uses guns and the other it real muscular.

On the page that it's hosted there's a link under the image called 'find similar', I'd tried every other reverse search engine so I decided hey, why not. Worked perfectly lol.
